In the Arabic script, why don’t the six letters ا د ذ ر ز و connect to the following letter? What is the origin of this phenomenon?

Alternatively, how come the other 22 letters connect to the following letter when word-initial or -medial?

The Syriac alphabet is similar to the Arabic alphabet and its joining and non-joining letters mostly mach one-to-one. An answer to the original question that also addresses the Syriac alphabet will be wonderful since both descend from the Aramaic alphabet but other descendants do not share the same joining/non-joining features.
