From looking at Yugoslavia, the Axis installed several puppet governments. These include: the Independent State of Croatia (NDH), The Government of National Salvation (Serbia, which was essentially a German territory), and Montenegro. The Germans were able to get support from dissidents and certain ethnic groups in the region, such as the Croats and Danube Swabs, which assisted with administering territories like Croatia and Banat. With a supporter base in these territories, a lot of dissidence that could've emerged was removed, although not all of it. As the NDH carried out a genocide on the Serbian, Jewish and Gypsy communities several members turned to fighting for the Partisans and Chetniks. To deal with the resistance, in Serbia and some parts of Yugoslavia, several policies were implemented which assisted in the reduction of dissidents fighting the occupying Axis. The Germans implemented a rule stating that for every solider killed, 100 local men would be killed and for every German wounded, it would be 50. Policies like these and the collaboration with locals allowed nations like Germany to maintain easier control. I am sure that this would differ from country to country, but this is what occurred in war-time Yugoslavia.
