I can give you an example from Germany. In 1598/99, the Duke of Württemberg wanted to establish a new town at a strategic location in the middle of newly acquired lands and near a silver mine. He ordered his architect and engineer to survey the area and draw up a plan of the new town. The very first settlers were the workers who build the church etc, but the duke issued advertisements specially targeted at protestant refugees from the Hapsburg crown lands. Mostly Slovene speaking people from Styria, Carinthia and Carniola came, which was a win-win situation for both sides since they were skilled miners. That's how Freudenstadt in the Black Forrest got founded and my ancestors came to Germany.
