According to family verbal history, the 12 year old boy came to the USA from Belarus in 1921 with his grandma, who’s name we still don’t know, and his mom stayed behind.
We also didn’t know his mom’s name, but while doing my own online research, I saw that his mom has the same name as the 57 year old on the passenger the boy’s name is on. It’s possible that his grandma had the same first name and married name as his mom though, as it’s a common Jewish first name, but this new info has thrown me for a loop. I don’t even know if the grandma is his paternal grandma or maternal.
So, I’m not sure if the woman on the passenger list is really his grandma, or if the verbal family history is wrong and his mom actually was the one to take him to the USA. I’m hoping that this sentence that I cannot read will help confirm if it’s the mom or grandma.
ALSO: on a separate form that says they were detained for further inspection, the woman was noted as LPC (likely public charges), but also noted right after LPC as “PH D”, which I can’t find the meaning of.

After the dash, it gets less clear, and I’m also stumped, but here are the letters I can decipher: w[b,h] e[ti,y] Rur
Based on the way Senility is written in the examples here: https://www.jewishgen.org/InfoFiles/Manifests/other/ the second word is most likely senility. With creative spelling or quick writing, the portion before the dash may be light senility.
As far as PH, those may be medical codes for Physical and lungs and Heart, based on the codes presented on page 4 here:

The D would indicate temporary detention.
All together, it seems that the records you found may indicate someone who was temporarily detained as being a likely public charge due to senility, lung, and heart problems.
