Largely true depiction. Eli Cohen began his work in Argentina but was later moved to Syria, where he adopted the name Kamel Amin Thaabet. Kamel began to network with businessmen and politicians, throwing parties where he was able to get information off of influential Syrians. His most significant action was prior to the capture of Golan Heights, where he had trees planted to provide shade for Syrian soldiers. During the Six Day War, Israel used those trees as targeting markers.

A new intelligence chief was designated to find a high-ranking spy, and through various methods Cohen was eventually caught when the radio signals were traced. The Syrians tortured and interrogated him and eventually they deemed him guilty of espionage. The Israeli government worked tirelessly to commute his sentence, even getting Pope St. Paul VI to try and intervene, but it was to no avail and he was hanged.
