Yes, Phoenician-Punic rb, "chief," and khn, "priest," have the same roots as Hebrew rab (from which rabbi derives) and kōhēn, respectively. I've seen no clear evidence, however, that Phoenician-Punic rb ever acquired the sense of "master" or "teacher," like rabbi.
