Isn’t that basically a death sentence without a fair trial?
I would rate this as a 4 out of 10 talking out of my ass, as some of this is information I had read a long time ago and not discussed since. "Outlaws" whom might have bounties on their heads were called "outlaws" because they were criminals who became effectively exiled from society and "outside the protection of the law of man due to their lack of respect for it". I'm paraphrasing on that. It was something of a legal status though and They were essentially seen as hazardous animals and not participators in society, thus brought in alive they would be executed, which comes with an obvious level of resistance on their part when it comes to the whole "not wanting to be brought in and hung" thing. So "Hey, politely talk this violent criminal who is obstinate about not following the law to the point of being willing to live in the wilderness... into coming in for execution" is a little impractical. "Yeah, Dead or alive or whatever, fuck that guy" is a lot more actionable.
