I found this weirdly complex history meme stored on my computer, can you explain what it actually tries to convey?

It is in the format of ”Me cracking open a cold one with the boys”, where ”me” is the French politician Georges Clemenceau, ”the cold one” is Petrograd/St Petersburg/Leningrad, and ”the boys” are the men behind the Kronstadt rebellion. How does this meme make any sense, or is it nonsensical?

A charge of French involvement in the rebellion? France had been a ringleader in anti-Bolshevik efforts, like Britain severing relations with Moscow until 1924, though Clemenceau left office in January 1920, over a year before the revolt and before even the Polish war or French recognition of Wrangel's White regime in the south.

It could relate to accusations such as here of payments to the rebels from Paris-based émigré banks. And France would certainly be a candidate in Soviet fears of renewed western attack. But it's a very odd piece. Let's hope this isn't the future of historical interpretation. I think you may delete with confidence.
