In regard to the KGB budget, keep in mind that the KGB was a vast organization consisting of over a dozen directorates, border troops, archives, special labs and counter terrorism units, etc. There was of course a budget for foreign operations, but those funds were used for other purposes like recruiting assets.
The money didn’t come from the KGB’s coffers to begin with. The Soviet Union paid hundreds of millions of dollars to friendly foreign political movements and organizations, including the Communist Party of the United States of America. The funds, however, were coming from the International Department of the Central Committee of the Communist Party of the Soviet Union, which handled all financial matters. The KGB was simply tasked with discreet transfer of the funds through its agents and front companies.
