I don't know who the suits are. Presumably someone versed in the code of military uniforms could work out the ranks and services, which would probably help with identification. But as to your other question:

I don't think we know exactly who this was intended for, but the US made similar sorts of films that were intended for bureaucrats, political leaders, and military leaders. They were a form of internal propaganda meant to show that the division that did the work did a good job (and should be supported in the future). I suspect this is the same sort of thing.
