Were pirates drunk all the time?

Pirates downing Rum by the pint seems to be a pretty common trope in modern stories and am wondering if there's any truth to it?

I've written about alcohol rations before. Obviously pirates were not part of an organized military, but they did tend to have codes of conduct (as other groups of sailors did -- the notion that this is unique to pirates is fairly pernicious, but I digress) that punished drunkenness.
