Jewish Ghettos by Nazis voluntary

I was readimg trough my history teachers notes from the lesson in antisemitism. He had one line which read "To move to the ghettos was voluntary, but if a Jew was found outside, he was allowed to be killed" (translated from my Swedish). I haven't found any other sources saying this would be the case, but usually my teacher is a really reliable source. Do you know anything more about this?

The Jewish Ghettos were where all the Jews in a collective area were sent by the Nazis. An example is the Warsaw Ghetto where all the Jews who lived within Warsaw and the surrounding area were forced to move into a section of the city that became the ghetto. Conditions were terrible and many of the Jews, many as young as ten, were put to work in factories or hard forced labor. Ghettos were mostly across Eastern Europe, most notably in Poland. Jews sent to the ghettos were later sent to concentration camps and/or death camps. Many did not survive.

To move to the ghettos was voluntary, but if a Jew was found outside, he was allowed to be killed.

This roughly means that the Jews were not pulled from their homes by force, but expected to comply with the law, and move into the ghetto. If a Jew refused, they were allowed to be killed because they broke the law. For example, if a family of Jews refused to leave their home and a neighbor reported the family still in their home after an order was sent saying they had to move into the ghetto, the police would come, arrest the family and execute them.

So overall, if a Jew refused to move into the ghetto, they broke the law, and if caught, they would highly likely be executed. It did occur, but most Jews complied and cooperated with the order. Those that did not often fled the city or went into hiding before someone would go looking for them and report them. There were also Jews who escaped the ghetto ranging from people sneaking out of the ghetto to look for food to those who were smuggled out to those who escaped and went on the run. The penalty for a Jew being found outside the ghetto without the proper paperwork or permission was death.
