It is Ottoman Turkish and it it looks like documentation of travel costs from Babaeski in Eastern Thrace to Daraa in Syria. Basically, it says the travel will be from Babaeski to Istanbul by train, then by steamer to Haifa and then that last leg from Haifa to Daraa again by train. There's also some money allocated for daily living costs.

I'm not great at reading hand-written Arabic script and the damage to the paper certainly doesn't help, but that's a summary of what it's about.
