Why isnt the Dresden Bombing considered war crimes?

This is for pure curiosity. But the Dresden Bombing seems like in todays law of not aiming civilian structures (font: ICRC Site). Soo if Dresden vialotes one of the war laws shouldnt it be considered a war crime nowadays? Thank you :)

I wrote about why Dresden isn't considered a "war crime" here about the cultural and how the myth of Dresden came about and also why they chose Dresden as a target. But to sum it up, much of what we know about the bombing has been mixed in with myth of the bombing. The Western Allies bombed Dresden to support the Russian final push into Germany and as retaliation for the German terror bombings on the Allied powers.
