Nazi racial theory is a convoluted mess which morphed throughout the party's existence. At first, their goal was to expel Jewish citizens and other personae non gratae from Germany. As the Wehrmacht marched through other countries, this evolved into a policy of executing or arresting local Jews. In order to process the large volume of undesirables, concentration camps were established to work the prisoners to death.

The Final Solution to the Jewish Question was the Nazi internal codename for the final phase of their anti-Jewish policy, and technically does not include any of the previous step, but only describes the plans for rounding up and exterminating all Jews from Nazi held territory. The plan was formulated in January of 1942, after the Wehrmacht had already suffered a reverse in the field in front of Moscow, but before the German army was in headlong retreat. So strictly speaking, the Final Solution only encompasses Jews within their own territory, and only Jews, although the same program had imprisoned and murdered other undesirables, such as disabled and Roma people.

The Japanese were considered Honorary Aryans by Hitler. Again, it should be emphasized the Nazi racial theory was highly fluid and could be modified to justify Nazi foreign policy as contingencies arise. Due to geographic location, Hitler did not consider the possibility of invading Japan. In fact, part of his grand plan was a dream of German armies invading the Steppes joining up with the Japanese invading through Indian Ocean. Nor did he envision wiping out all non-Germany white races, but he did plan for every other race was to live under the hegemonic rule of the superior race. Only Bolsheviks and Jews (which, in his twisted mind, were interrelated) were singled out for extermination.
