I believe that is supposed to represent Georgi Dimitrov, 1882-1949. Dimitrov was a leading Bulgarian Communist who participated in various failed revolutions and eventually went into exile in Moscow in the Soviet Union during the 1930's and 1940's.
During that era he also was the chief of the Comintern, effectively running Communist espionage networks and subversive operations in Europe, although the Comintern was gradually conceding its role as Communist spy organization to the Soviet military intelligence service GRU and the NKVD. As Comintern chief Dimitrov also coordinated the ideological and strategic affairs of European Communist parties, making him a key figure in Stalin's foreign policy during the 30's and also a major authority on ideological matters. One of his most important policy changes was to advocate the tactical cooperation of Communists with bourgeois parties in order to form anti-Fascist "Popular Fronts" against the rise of Fascist and nationalist movements.
Under Dimitrov, the Comintern became a tool of Soviet foreign policy, and Dimitrov became a loyal and trusted member of Stalin's inner circle.
After WWII, Dimitrov became the first leader of the Bulgarian Communist regime. During his final years his relations with Stalin soured over the Yugoslav issue and the Tito-Stalin rift. Dimitrov and Tito had been pursuing closer cooperation when it occurred, and Dimitrov refused to distance himself from Yugoslavia when the Soviets broke off diplomatic relations. He died in 1949.
