Definitely not. Nazis had to have done much more than being a simple foot soldier to be targeted and assassinated. Look up John Demjanjuk. He was a Nazi before immigrating to the US and was brought to Israel because he was suspected of being a famously brutal Nazi nicknamed Ivan the Terrible. If he was just suspected of being a normal Nazi soldier, nothing would've happened.
