I was reading about Joseph Goebbels and found out that he was the Reich Minister of Propaganda. Did they really use the word 'propaganda' in German? If they did, why didn't public question about it as the word 'propaganda' was directly involved with a government organization?

While more can certainly be added, you might want to check out this answer by u/tlumacz. The short of it being that the world 'Propaganda' didn't receive the overwhelmingly negative connotation until after WWII, where at the time the word was equivalent with media in general.
