A great free web resource from the University of Oxford is the Electronic Text Corpus of Sumerian Literature https://etcsl.orinst.ox.ac.uk/cgi-bin/etcsl.cgi?text=c.2.2*# It has 'bland but safe' translations of most Sumerian literary texts.

Translating poetry is hard and we don't understand Sumerian as well as we would like. There are books with more 'creative' or 'beautiful' translations like Thorkild Jacobsen's The Harps that Once ...: Sumerian Poetry in Translation but I don't know which are affordable and plausible.

Miguel Civil was born in Spain and a very good Sumerologist, but I don't know if he ever translated some of the hymns or city laments. Benjamin R. Foster's Before the Muses has Akkadian poetry but not Sumerian.
