Was Joseph McCarthy a charlatan?

I was always taught that he was simply a demagogue who claimed to have some level of knowledge or inside information regarding undercover communists/sympathisers but in reality he didn't. Is this the case, and if so then how were the Rosenbergs and Alger Hiss caught?

Not to discourage further answers, but you might be interested in this answer I wrote about the Red Scare and McCarthy.

The Rosenbergs were arrested in summer of 1950, and Alger Hiss' perjury trials occurred in 1949 to January 1950, so neither case directly involved McCarthy, whose campaign ramped up in 1950 (it's very ironic that he originally wanted to run a public campaign on universal pensions before being talked into Red -baiting). McCarthy never actually produced any evidence of Soviet spies.
