No. The reason is that they did not start making concrete plans for the dropping of the atomic bomb until it was clear Germany was already on the verge of defeat, in the spring of 1945. This is not to say that they might not have dropped one on Germany if they had any to drop while Germany was still an adversary. But they did not have any bombs ready to go until the summer of 1945, well after Germany had surrendered. The use of the atomic bombs was heavily constrained by their schedule of production, which could not be arbitrarily increased (they were going as fast as they could).
