While I can't speak to the history of it (please delete this comment if necessary), I can say that Connecticut varies town by town. My hometown has a board of selectmen, and my current town has a town council with a town manager (non-elected), and some towns even use the town meeting format which is a direct democracy type of government. New England definitely has some diversity in it's forms of municipal government!
