This is a United States Navy box of spare parts issued to technicians for use in repairing naval electronics "accepted" in March 1943. I found a box like yours on ebay. His is in much better condition and the top sign is essentially readable except for a few major scratches at the top. I'd be wary of taking his asking price as a sign of true value; even if his is worth that much to a collector, yours probably is not due to the condition.
