While not a general history of aviation in Imperial Japan, Mark Peattie's Sunburst: The Rise of Japanese Naval Air Power, 1909-1941. This work is an expansion of Peattie's previous work alongside the late David Evans on the Imperial Japanese Navy, and is an excellent history of the IJN's adoption and development of naval air power. Given the strong inter-service rivalry between the IJN and the Imperial Japanese Army, there's not as much on the Army's own work, since the two services tended to work in isolation from each other, but there is definitely a lot of good information there.
