You may find this three-part answer of mine interesting. The uninterrupted 450 year streak of Italians began in the early 16th century, so it was really more of an early modern phenomenon than it was medieval. The short answer to your question is basically yes, because the alternatives (French, Austrian, etc.) were even more objectionable.
