I had a teacher who referred to Herodotus as "The Father of Lies and Uncle of Bullshit", is this a fair assessment?

In short, no. It's a a reputation that has dogged his Histories since antiquity, but is not nearly as substantiated as some of his critics would have us believe. Many of the stories criticized by ancient sources have been substantiated by modern archaeology or reinterpreted by modern historians to see where he may have gotten his misinformation. I go into more detail about the historicity of Herodotus in this answer.
