Was there plans for dropping a nuclear bomb on Germany before they surrendered in WWII?

No. The bombs were not ready in time for use against Germany. Concrete planning for the use of the atomic bombs did not begin until the spring of 1945, by which point it was clear the Germany would be defeated by the time the bombs were ready, in the late summer of 1945.

General Leslie Groves later said that in December 1944, FDR asked him about the possibility of using a bomb on Germany in a private conversation. Groves said it wasn't, for reasons both of logistics and timing.
