Did the US have any plans to nuke Germany while developing the nukes during WW2?

The basic answer is "no," because the concrete planning for how the atomic bombs would actually be used did not really begin until late 1944, by which point it was clear that the bombs would not be ready for use until the war with Germany was projected to be over. So it became entirely focused on Japan.

This is different from the question of, "would they have used the bombs against Germany if they were ready earlier than they were?" But as a strictly factual matter, there were no plans based on the scheduling issues.
