The Color of Law by Richard Rothstein has been recommended here before; it outlines in legalistic terms the US government policies that caused segregated and inadequate housing in ghettoes.

Evicted by Mathew Desmond takes a different methodology, using interviews and individual examples to describe the current state of housing in poor areas of Chicago. It includes less explicitly historical material, but you might find it relevant to your interests.
