Spain recieved a lot of aide from the Allies during the war which meant Spain had no interest in joining the Axis and losing it. Germany on the other hand had no need to get involved in conquering Spain - it was a fascist government and thereby secured his southern flank in the Mediterranean. Hitler's main goal was always Russia.
