Inspired by the rough riders, I want to form a volunteer Regiment to fight in Cuba. What are the requirements ? How do I go about finding soldiers? How do we train and organize? How do we fit in with a regular army During the fighting? Who decides when we are no longer needed and can go home?

I just find it intriguing that any random guy can just decide to form military unit And possibly succeed. It's so different from the way the military works now I'm just trying to understand how they worked.

The question is being asked as if I were a person alive a that time. I'm not looking for tips on how to presently invade Cuba.
