Um, basically no. Although some cultures make music more or less frequently than others, some use it every day while others only for sacred/important things, it's pretty much universal to all known human cultures.

That being said, cultures that have died off without leaving a written or archaeological record of music, so it's possible, but would be extremely unlikely. Hard to say for sure because proving a negative is near impossible.
