After reading a bit about how Rome's voting system worked, I get a sense that the odds were stacked against the poorer voters and would love to hear more about the opportunities the system created for politicians to push their own agendas to the detriment of the average citizen.

I'll leave this link to an early post I answered that surrounds how the Roman voting system worked and why, even though it favored the rich and powerful, the Roman people never committed to replacing it (until the emperors systematical eroded and destroyed it). It's a complicated subject and it demands a close examination of Roman initiations, laws, culture norms, world-view, internal and external affairs, and social hierarchy.
