How did the Yellow Turbans plan to rule China had they successfully overthrown the Han dynasty?

I am afraid the answer is, we have no idea.

The voice of the Turbans has vanished, no letters or writings survive, no account by themselves of their own goals, personalities, plans has survived. There is no real account of a Turban figure, even in the Qingzhou Turbans who would serve as a mainstay in the Cao armies would have no names recorded. What little we do have are some of the plot and the opponents understanding of religious practices as they understood them.

The lack of information has left a massive void with the focus on the histories being on the court and the generals. Of the Turbans of 184 and the decade or so before then, we can not say much. Whatever their plans for the crises of the times like the tax system or the displaced farmers, whatever their longer-term plans for how to administer to tens of millions of people were, that is lost to us.
