Were there calls to release prisoners that committed crimes against the former regime?
There's always more to say, but you might want to check out this answer I wrote on that question. The law system was already being reformed and political prisoners released during the 1980s, and the last political prisoners were released in February 1992. There were some partial amnesties otherwise, but not a general amnesty, and the law code wasn't replaced until 1996. Russia inherited 762,000 prisoners in 1991, and these numbers actually rapidly went up because of pretrial detentions and the crime wave of the late 1980s-1990s.
