Why did Hitler never order the use of chemical weapons, especially against the Soviets?

I have always thought it was because of his exposure to it during WWI, but considering the man actively gassed civilians without a qualm and seemed to hate communism almost as much as Judaism, it’s always baffled me that he never ordered the use of chemical weapons, especially in or around Stalingrad or as the Soviets approached Berlin. Why?
