I recently read that Disney, which held the rights to Winnie the Pooh, allowed a Soviet animation company to produce a short animated film featuring the characters in 1969. Why did the Soviets bothering asking Disney for permission?

Was this a matter of courtesy under detente? Or did Disney have some legal recourse to enforce its copyright?
