What were the factors that allowed the Yakuza of Japan to be a semi legitimate operation as opposed to other organized crime organizations?

I think more can be said but here is a similar question with a good answer. (I assume the comparison is criminal organizations in other countries, but this might want to be clarified if it isn’t correct).

The gist is that the government and others found the yakuza useful at times. Thus politics, business, and underworld elements interacted for their own ends. So echoing the answer, Japan is just structurally and institutionally different. Here is also an answer regarding the use of the yakuza.

In regards to the origin of the yakuza, I agree more with this answer than the idea the centuries old samurai lineage. Some of the modern organizations were just underworld developments, but like the answers (above) attest there isn’t one yakuza.
