How long after the invention of the lightbulb do we see electric power tools commonly used?

Tricky part about this question is "commonly". As you would expect, industrial use came before household use. It was the 1920's, when electrician's manuals began to recommend power outlets to be added to rooms for household appliances like vacuum cleaners and washing machines, and quite a variety of labor-saving devices were being offered for sale. For industrial use, Black and Decker would invent and begin to market their new hand-held electric drill in 1917. But for quite some time afterwards it would be common to refer to the electrical bill as "the light bill", and widespread rural electrification would really happen only in the following decades.
