How did Hamilton simultaneously believe in a loose interpretation of the Constitution while opposing a Bill of Rights?

Federalist 84 states that Hamilton believes that providing freedom from a power which the government is not granted is a pretext for a government to have this power. However, he also believed in an interpretation of the Constitution where any power not explicitly denied could be claimed by the government. How do these two work together?
