Why did the Soviet union try to suppress the revolutionary spirit during the Spanish civil war, while being in the side of the revolutionaries?

I'm currently reading George Orwell's Homage to Catalonia.

In it he describes how the PSUC was aided by the Soviet union, to fight against the fascist. As part of their policy however, they suppressed the revolutionary spirit and appear to argue for a unified, centralized government. They go as far as saying something along the lines of "revolution plays into the hands of the fascist and is effectively treason"

To me, the totally uninformed, this seems to be in contrast the Soviet parties 'glorious revolution'. Why motivated their policy to suppress the revolution?

Because different political groups of the republics were aligned against the Stalinists.i.e the anarchists as Orwell describes created their own independent state that opposed the republic leading to internal conflict and many anarchists and communists group fought each for control of northern Spain
