What did the debt of the USSR look like at the time of its collapse? How were the debt obligations distributed among the post-Soviet countries and were they fulfilled?

Russia assumed responsibility for all Soviet debt in the agreements relating to Soviet dissolution in late December 1991: this was part of a deal by which it also got the UN Security Council seat and ownership of Soviet assets abroad. The total debt amounted to something in the region of $66 billion dollars at the time, and all Soviet foreign debt was paid off and retired in the 21st century - the "Paris Club" donor countries received their final payments in 2006, and the last Soviet commercial debt (Bosnia-Herzegovina's claim on part of Soviet debt to Yugoslavia) was repaid in 2017.
