Sorry if the question is vague and overly broad but I am open to cases in any part of the world at any point in time in the past. I’ve been trying to learn how immigrants are usually treated and a common aspect seems to be that they were (and are) often blamed for problems in society. It seems like a convenient way to distract from the inability of the ones in power but I wonder if there were more complex reasons besides this? Was a negative perception of immigrants the case in most places or were there exceptions, with assimilation or acceptance happening easily? Were there times when an immigrant group, instead of being scapegoated, actually quickly gained power in the new society they entered? TIA
