Because there wasn't a big Serbian minority in NM and JNA was already busy with the Croatian War and the future Bosnian war. Also in 1992 a lot of Soldier (mainly non Serbs) have deserted the army due to the war in Croatia where the JNA was protecting the Serbian minority so thee "Yugoslav" Army was under Serbian control and they didn't care of NM.
