In Australia, Queensland - what did the Fitzgerald Inquiry find? And why was the inquiry started?

The inquiry found that the Queensland police, and the Queensland government, were deeply corrupt and involved in organised crime. The inquiry was started due to increasingly high-profile media coverage. When the current affairs show Four Corners covered the issue of police corruption (11th May 1987) and their support of prostitution and gambling (both illegal), the state government started the inquiry. Given the involvement of the government itself in corruption and crime, their goal was probably a quick whitewash, with perhaps a scapegoat or two being sacrificed if necessary. Tony Fitzgerald (Gerald Edward "Tony" Fitzgerald AC QC) expanded the inquiry beyond what the government had intended, and contributed to the fall of the government.
