The whole andes from the North of Quito up until the Macho River had an highly developed society of multhiethnic peoples, not just Peru. The city of Quito high in the andes was as developed as any Inca settlement in Peru, as well as northern Peru you had the Chimu empire and the Chachapoyas culture. Aside from them there's way more small ethnic groups all throughout the Andes South of Cuzco, In Chile, Bolivia and Northern Argentina, where societies thrived from trade and the Sphere of Influence from the Inca empire.
