Was Marcus Julius Cottius related to the gens Julia family? He enjoyed friendly relationships with Augustus, and supposedly Julius Caesar just kind of let him exist.

He was a tribal chief of the Lingures and lived at the same time as Julius and Augustus. He's most well-known for building an arch to signify friendship with the Romans.

Did he just claim to be gens Julia for that Aeneas Clout, since the other Julius' decided to claim to be descended from Troy? Or is there a historical backing of him being part of the family?

It was rather common for new citizens to take their patron's name, which is why there are lots of Julii and Claudii in the early Empire (other examples include C. Julius Vindex, Cn. Pompeius Trogus, C. Julius Hyginus, and Tib. Claudius Narcissus), and a zillion Aurelius in Late Antiquity.
