Why do older English writings capitalize letters so randomly?

It seems that in most English writings from 1700 to the late 1800s (both American and British), there is an odd pattern of capitalizing the first letter of various words, even if it's not really a proper noun or at the beginning of a sentence.

What is this cadence? Why did they use it? Why don't we do this today?

The Japanese guard who tormented Louis Zamperini was listed as one of General MacArthur's 40 most wanted war criminals. However, he was not prosecuted when the US was trying to compromise with Japan.

Why was he one of the people who was not prosecuted when his crimes were truly horrendous? He went on to become an insurance salesman and generally had a successful life instead of being arrested for his crimes.

Which less prominent Communist regimes are worth reading about?

Did the concept of a "Napoleon complex" or "little man syndrome" exist before Napoleon's rise to power?

I'm aware that the reputation of Napoleon for being short was propaganda (and if I remember correctly a different measurement system used by the French), but I want to know if there was a belief, pre-Napoleon, that someone could display what is now commonly referred to as a "Napoleon complex". To use the definition from Dictionary.com, this would be: "the condition of being small in stature but aggressively ambitious and seeking absolute control". Did people consider this (or perhaps something similar) to be a condition or personality trait before the rise of Napoleon, or did the concept only come about after he came to power? Was his name attached to an already existent concept or was it created based on him?

EDIT 2: another way of saying it: Was the concept of a Napoleon complex created for/about Napoleon Bonaparte, or was Napoleon considered to be the archetype of a concept that predated him?
