What primary sources do we have of the Punic Wars outside of Roman/Hellenistic perspective? Do we have any Carthaginian sources?

I recently got into the Punic Wars. That is a story of full on awesomeness. But after reading Livy and checking out some other sources, they all come from such Roman bias that it made me wonder. What do we have regarding these wars outside of Polybius, Livy, and Dan Carlin?

Why no aerial oxygen torpedoes for the Japanese?

The way I understand it, the Type 93 'Long Lance' torpedo was much deadlier than American torpedoes, because of it's greater speed, range, damage, and difficulty in spotting it. However, damage to the volatile torpedoes could sink destroyers carrying them.

The way I see it, carrying oxygen torpedoes nullifies this weakness, since damage severe enough to detonate the torpedo would down the aircraft anyway, while improving survival rates by keeping the torpedo bombers further from Allied AA screens. Was it just impossible to make oxygen torpedoes small enough to be carried by single engine craft? It just seems strange that they wouldn't play their torpedo advantage to the hilt.

How was the events that took place in Cambodia a genocide?

Hey, I was wondering why the events that took place in Cambodia are classified as genocide. Wouldn't it be classified more as crimes against humanity? I'm doing research for a school assignment and I've seen people refer to the events as genocide when I can't find any indication of Khmer Rogue targeting a specific racial/ethnic group, as they were mainly targeting educated people (doctors, teachers, etc.) and people who follow any religion.
