I haven't been able to find much written on the Eastern air war. From what I understand it wasn't really a strategic battle and was more about local air superiority. That said, when and why did the Russians get superiority over the Germans?

I know it was a gradual process, but I'm really interested in knowing exactly how much actual power they had a various points in history. What were some of the turning points in the gradual transfer of power to Parliament? When was the last point at which a British King or Queen could have actually ruled Britain in a meaningful sense? Could Victoria have ruled, had she the ambition and desire to?

I've heard here and elsewhere that the Mexica only sacrificed captives, yet i saw on wikipedia somewhere that for the festival of Tlaloc they would sacrifice the 2nd son of a nobleman or something. Does that mean one of their own noblemen? And the children that were sacrificed during that festival, were they captives too? Are there any rituals that necessitated that the sacrifice be from within the mexica population and not a captive?
